The Texas Department of Transportation (TxDOT) will conduct a Public Hearing on Thursday, October 16, 2014, for the proposed improvements to Farm-to-Market Road 664 (FM 664)/Ovilla Road from Westmoreland Rd. in Ovilla to Interstate Highway 35E (IH-35E) in Red Oak, Ellis County, Texas.
The purpose of the Public Hearing is to present the anticipated social, economic and environmental effects of the proposed project. The proposed improvements would consist of reconstructing and widening existing FM 664/Ovilla Road from a two-lane, undivided, rural roadway to a six-lane divided, urban roadway for a distance of approximately 3.13 miles. A 14-foot wide outside lane (to accommodate bicyclists) and a 5-foot wide sidewalk in each direction are also proposed. Approximately 19.3 acres of additional right-of-way (ROW) is anticipated to be needed for the proposed project. ROW acquisition would impact undeveloped, agricultural, commercial, and residential properties. Eleven commercial structures on six parcels would be displaced as a result of the proposed project. The proposed project crosses approximately 0.2 acres of floodplain. The proposed project would result in modifications to existing crossings of Little Creek and its tributaries.
