FM 1378 (West Lucas Road & Southview Drive) at FM 3286 (East Lucas Road) - Public Meeting

Purpose:
The purpose of the meeting is to present the planned improvements and solicit public comments on the proposed intersection improvements to FM 1378 ( W Lucas Road & South View Drive) at FM 3286 (E Lucas Road), in Collin County, Texas. The meeting will be an open house format with no formal presentation so the public may come and go at their convenience, and staff will be available to answer questions. Comments must be received on or before Wednesday, July 3, 2019, to be a part of the official record.
Description:
The proposed project consists of the reconstruction, reconfiguration, and widening of the intersection of FM 1378 & FM 3286. Improvements would include the expansion of the current 2-lane rural roadway to a 4-lane urban roadway near the intersection. Expansion would consist of two 12-foot wide travel lanes in each direction on E Lucas Road and W Lucas Road with a 10-foot wide trail on the north side of Lucas Road, one 12-foot wide lane and one 14-foot shared-use lane in each direction on Southview Drive, and dual left-turn lanes westbound and northbound and dedicated right-turn lanes eastbound and northbound. The existing right of way (ROW) width on W Lucas Road is 60 feet, on E Lucas Road it is 120 feet, and on Southview Drive the ROW varies from 60 to 90 feet and will increase with the proposed project. The proposed ROW is anticipated to require approximately 3.2 acres to expand the roadway, based on preliminary level of design. No residential or non-residential displacements are anticipated.

Memorandum of Understanding:
The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 16, 2014, and executed by FHWA and TxDOT.
