IH 35E at Bear Creek Road Improvements Project - Public Hearing

Purpose:
The Texas Department of Transportation (TxDOT), in conjunction with the city of Glenn Heights is proposing improvements to IH 35E at Bear Creek Road from Hampton Road to IH 35E in Dallas County, Texas. This notice advises the public that TxDOT will be conducting a public hearing on the proposed project. The hearing will be held Tuesday, March 26, 2019, at the DeSoto ISD Belt Line Conference Center, 200 East Belt Line Road, DeSoto, Texas, 75115. Displays will be available for viewing at 6:00 p.m., with the formal hearing starting at 7:00 p.m. The purpose of the hearing is to present the planned improvements and to receive public comment on the proposed project.
Description:
The IH 35E at Bear Creek Road proposed improvements would consist of the reconstruction and widening of Bear Creek Road from Hampton Road to IH 35E within the cities of Glenn Heights and Lancaster in Dallas County, Texas, a distance of approximately 2 miles. Bear Creek Road is an undivided, two-lane rural highway within an existing right-of-way of approximately 80 feet. The proposed improvements would include two travel lanes in each direction with raised median and curb and gutter; continuous sidewalks; and a 12-foot shared-use path within a proposed right-of-way width of approximately 112 feet. Additional improvements would include reconstruction of the IH 35E/Bear Creek Road intersection and the replacement of the IH 35E frontage road bridges. The proposed project would require approximately 11.8 acres of additional right-of-way. The proposed project would result in one residential displacement. Information about the TxDOT Relocation Assistance Program, benefits and services for displacees, as well as information about the tentative schedules for right-of-way acquisition and construction can be obtained from the TxDOT district office at the address listed below. Relocation assistance is available for displaced persons. The proposed project would also require approximately 0.06 of an acre from a residential property potentially eligible for listing in the National Register of Historic Properties. Therefore, TxDOT is considering a Section 4(f) De Minimis determination for impacts to the park and to the potentially eligible historic property. Because the proposed improvements would result in acquisition of public land, in this case, the Heritage Community Park, Chapter 26 of the Parks and Wildlife Code applies to the proposed project.
Written comments may be submitted for a period of 15 calendar days, by Wednesday, April 10, 2019 following the hearing by mail to TxDOT Dallas District, 4777 E. Highway 80, Mesquite, TX 75150-6643, ATTN: Mr. Jason Estridge, P.E. (Bear Creek Road).

Memorandum of Understanding:
The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 16, 2014, and executed by the Federal Highway Administration and TxDOT.
