Notice of Draft Environmental Assessment and Public Hearing for I-345 Connects from I-30 to Woodall Rodgers Freeway (Spur 366) in Dallas County

Where and When:

A virtual public hearing will be held at www.345connects.com.   The virtual hearing is not a live event and can be viewed at any time beginning at 5 p.m. on Tuesday, April 22, 2025 and will remain available online through 11:59 p.m. on May 9, 2025.

Two in-person public hearings will be held in an open house format from 5 to 7 p.m. with a live presentation at 5:30 p.m. The first in-person public hearing will be on Tuesday, April 22 at Pilgrim Rest Missionary Baptist Church, 1819 N. Washington Ave, Dallas, TX 75204.  The second in-person public hearing will be on Thursday, April 24 at St. Philip’s School and Community Center Gymnasium, 1600 Pennsylvania Ave, Dallas, TX 75215.

Materials presented at the virtual public hearing and in-person public hearings will be identical.

All comments must be postmarked or received by May 9, 2025.

Description:

The proposed improvements to I-345 would consist of depressing six 12-foot-wide mainlanes (three in each direction) with 10-foot-wide shoulders.  Discontinuous frontage roads would constructed between Pacific Avenue and Ross Avenue.  The project would include bicycle and pedestrian accommodations at cross streets and frontage roads.  The project would include rebuilding the interchange at I-30/I-345, connections to Spur 366 and a Dallas Area Rapid Transit (DART) connection.

The virtual public hearing and in-person options will be conducted in English. If you need an interpreter or document translator because English is not your primary language or you have difficulty communicating effectively in English, one will be provided to you. Please be aware that advance notice is required as some services and accommodations may require time for TxDOT to arrange.

Memorandum of Understanding:

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 9, 2019, and executed by FHWA and TxDOT.
